Enacting Protective Custody Bill

Isolating certain criminals with a high risk of recidivism in a separate facility after their prison sentence, also known as the Protective Custody Bill, is ineffective. The purpose of the bill is to lessen the recidivism rate of released felons. However, the felons have already stayed isolated from society in jail. If they are still judged to have a high risk of recidivism, extending the period of isolation a little longer will not lessen the risk. Furthermore, the criterion that judges whether the felons have a high risk of recidivism does not seem objective. Since there could be felons who have a high risk of recidivism faking their behavior intelligently to get judged as having a low risk of recidivism, a criterion with high credibility should be suggested first. For these reasons, I disagree with enacting this bill.
